Hopefully upstream can clarify in issue #1260.

At the same time however, I added lscpu to the package logs to see
just what we're dealing with exactly.  It's failing on armv8l,
so v8 not v7, and lscpu tells us it's supposed to support neon.

I'll test Mathias' arch flag on the porterbox in any case.
