Bug#1121397: dh-fortran dependency loop

Hi,

I am fixing this by fixing the dependencies in fortran-fpm.

fortran-fpm now builds "stage1" as bootstrap with no dependencies on 
jonquil, toml.

This can then be used for dh-fortran, build it, then the other fortran-* 
dependencies.
