Reopening this bug, since test case (897) gets abs err 34.2 and rel
err 0.441, so no reasonable value of HYPRE_CHECKPAR_TOL will help,
whether as atol or rtol.

Set severity important rather than serious, since 3.0.0-4 simply skips
checkpar on the failing architectures.
