emoslib is dead upstream since 2018 and replaced by eccodes.
It was maintained as useful for third-party codes, but now FTBFS due to CMake changes.
It is not worth fixing the FTBFBS, significant effort involved.

There was an unnecessary/unused build-dep in metview on libemos-dev that I have removed
in the latest upload, and in debian-science blend.
