Thanks for your diligence in preparing this update.

There are several significant licensing and copyright discrepancies that need
to be addressed before this package can be accepted.

First, there is a discrepancy in how the Kokkos framework is documented. The
files under packages/kokkos and packages/kokkos-kernels are licensed under
Apache-2.0 with LLVM exceptions (SPDX identifier: Apache-2.0 WITH
LLVM-exception), and the copyright is held by "Contributors to the Kokkos
project". However, in debian/copyright, these sections are documented as
Apache-2.0 (without the exception) and only list specific institutional
copyright holders (like NTESS). Since this affects nearly 2,500 files, the
copyright file must be updated to include the Kokkos project contributors and
the LLVM exception to be legally compliant and accurate.

Second, there is a licensing omission in the Nevada RT compiler package. The
file packages/pamgen/rtcompiler/Bessel_I.C incorporates a significant portion
of the Cephes Math Library, which is copyrighted by Stephen L. Moshier (notably
"Copyright 1984, 1987, 2000 by Stephen L.  Moshier"). Currently, Stephen
L. Moshier is not listed as a copyright holder in debian/copyright. This must
be corrected by documenting his copyright block explicitly.
