Bug#1135440: Reassigning from openturns to cminpack

Dear Maintainer,

It turns out a recent change in the packaging of cminpack causes build 
failure of the reverse dependency openturns: the removal of 
CMinpackConfig-relwithdebinfo.cmake as a response to bug #1133800 makes 
it impossible for CMake to have access to the IMPORTED_* properties 
indicating where the shared library is located.

Would it be possible to ship this file again?
