Hi Alastair,

It seems I made an error. I failed to check that the Salsa repository 
was up-to-date before using it as the basis for my change.

I'd intended to remove libhsakmt-dev from the B-D, as I'd like to drop 
that package from the archive. The libhsakmt-dev package is not actually 
used for anything in the ucc build, so there were no other changes required.

Sorry for the mixup. I've backed out my changes on Salsa and I'll open a 
PR for you to review.
