Bug#1152027: silo-llnl builds for the default Python 3 version, but build-depends on python3-all-dev

silo-linl currently only bulids for the default Python 3 version. I see 
this in debian/rules:

> # Adapt to build multiple python versions when 3.15 comes out

However, the Build-Dependency is still on python3-all-dev and 
libpython3-all-dev. This means that during transitions, we binNMU the 
package, expecting it to build for the new supported release. It 
doesn't... and I'm filing a bug :)

Please either build for all releases or depend on python3-dev, *not* 
python3-all-*
