Bug#1147135: prrte: libprrte3 checks the version of pmix, does it need an upper limit or the check removed?

Hi,

src:pmix is currently blocked from migration because of two autopkgtests 
fail (mpi4py and slurm-wml). Both tests fail like:

  63s incompatible with the version we were built against:

  63s
  63s Please update your LD_LIBRARY_PATH to point
  63s us to the same PMIx version used to build PRRTE.

which I think comes from libpprte3. The message makes me believe that 
libpprteX should either drop the check (and rely on our testing 
infrastructure to catch breaking changes) or it must also have a build 
generated upper limit in its Depends, such that the infrastructure tells 
the project that we need a rebuild (binNMU) and things after that fall 
in place automatically.

help to migrate, so a swift response is appreciated.
