The pkg_resources error is coming from a wild external version of ufl
installed by pip from pypi during the dolfin pusimp tests.

The point of the pusimp tests is to test this very condition, that the
FEniCS/dolfin python modules came from external sources, not the
debian packages. If pusimp detects this external installation then it
issues a warning that behaviour may be expected to be broken.

The debian ufl package has already been patched, the problem happens
if the user (or in this case, the dolfin pusimp test) installs
packages using pip instead of installing debian packages.

Looks like pusimp is not catching the exception triggered by
pkg_resources in external ufl, so the pusimp test will need updating.
