[Debian-science-sagemath] Upload of sage 8.3 to unstable

Hi,

I think it's time to upload sage 8.3 to unstable. I know that the problem with flint-arb is still not resolved, but this way we have at least a working sage in unstable for amd64 and i386.

For the following packages the versions now in experimental need to be uploaded to unstable (and I might start doing team uploads soon):

flint-arb, fplll, fpylll, gfan, giac, maxima-sage, pynac

Please do NOT upload the new versions of eclib and singular to unstable.

fplll needs a transition. Who takes care of that?
