Merging them into a single doc package would just result in a package slightly bigger than the current English package. Are there any reasons not to do it?

This split is done only by a small part of the packaging and I don't think removing it makes things simpler by much. In the future, one can imagine Sage might bring the other languages' documentation in line with the English version and then we would want to re-split the package out again.

That's true, fair enough. We can always reintroduce it again later. I just figured it's not worth the effort but if you want to do it I won't complain.
