[Debian-science-sagemath] plans to package primecount (the C++ library)

yes - and primecount is using primesieve

By default primecount just vendors primesieve, if built from source.
But it's possible to tell it not to do so, by using
-DBUILD_LIBPRIMESIEVE=OFF
option in the cmake call.
