[Debian-science-sagemath] plans to package primecount (the C++ library)

Upstream says they are about to make a new release, perhaps it makes sense
not to release 7.1, but go straight to 7.2. One thing that will be in 7.2
is pkg-config settings, which would make it easy for Sage to deal with. See
