[Debian-science-sagemath] singular: new minor version 4.3.0

Hi,

since sagemath often needs changes for singular updates and there is no patch yet [1] I think experimental would be better for now.

sagemath 9.5 is now at rc1 so I should start checking if we need to package any of the other new standard packages apart from primecount(py).
