[Debian-science-sagemath] please update primecount and primesieve

Hi,
we are getting a number of reports about broken (in Sid) package versions,
as per
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1128056

Upstream has new versions available to fix these.

https://github.com/kimwalisch/primesieve/releases/tag/v12.13
