That's not entirely true: PARI is an optional dependency for cysignals. 
Of course, if you intend to use it with PARI (indirectly via Sage), it 
should indeed be built with PARI support. And then it should use the 
same PARI library as the one that you will use for Sage.

What do you mean exactly? That's an outdated bug anyway.
