Hi Jerome,

This happened because 3.0+ds-3 failed to build and it only contains arch:all packages. So your source package was accepted into unstable, but now the FTP archive thinks it has 0 binary packages because nothing could be built. So now when you upload 3.0+ds-4, it thinks that the extra binary packages are NEW.

I'd say it's a bug of some part of the Debian infrastructure software, though I'm not sure how best to fix it. It has probably been discussed before in some bug report somewhere.

These are all binary packages, so it should be unaffected by the "no new packages in testing" freeze rule which only applies to source packages.
