Mark CVE-2018-20483/tar as no-dsa
The issue is minor and might be worth to be fixed in stable via a point
release. It has a DoS character for situations as described in the CVE
(e.g. for system backups running as root and can be denied by users --
remote or local, depending on how the respective data can be accessed).
