Update status on CVE-2018-8769/elfutils

The issue was introduced because of the addition of SYMTAB_SHNDX through
elf.h but it was not yet handled in ebl_dynamic_tag_name. The proposed
patch additionally adds an assert to make sure stdtags always contains
DT_NUM entries and prevent future similar issues.
