Revert "Remove no-dsa entry for CVE-2019-8331/twitter-bootstrap"
This reverts commit 0f6a04f03571edf4ac50e8ac71c18a151e5c1d99.
Confirmed that at least the issue affects 2.x popover. Following commit
will remove the <undetermined> status as now this is confirmed.
