Add CVE-2019-17540/imagemagick

The main reference
https://bugs.chromium.org/p/oss-fuzz/issues/detail?id=15826 gives
indication in which range the issue has regressed and the range where it
has been fixed. But the available information is right now to make a
sure assessment.
