Revert "Mark rust-failure as removed from the archive"

This reverts commit 7ea5bf5ef0363523800d39327621b08af4830283.

rust-failure is correctly re-introduced into the archive. A dak rm does
not completely give an overview that it is still needed and removal
breaks too many things at this point in time even rust-failure is
deprecated upstream and should not be further used.
