Sync up pound fixed version for CVE-2018-21245

for an outline from Carsten Leonhardt. The changes applied for
CVE-2016-10711 were all security relevant changes between pound 2.7 and
2.8 and a such even though the exact scope of CVE-2018-21245 is unclear,
the fix is included in 2.8.
Sync the stretch version which contained a backport of those changes.
