CVE-2019-10255: stretch version doesn't have a specific func for
URL checks and sanitization. Patch for CVE-2019-10255 are extra
addition to `_redirect_safe`. Its intrusive to backport

CVE-2019-9644: Same case as CVE-2019-10255, patches are extras to
func `check_xsrf_cookie` which stretch doesn't have.
