CVE-2021-3286 assigned for incomplete fix for CVE-2020-35545

In any suite we did not apply the incomplete fix, so CVE-2021-3286 does
not affect src:spotweb in Debian.

Add note to CVE-2020-35545 to make sure that when fixing the CVE the
complete fix has to be applied and not open up CVE-2021-3286 (with the
need of fixing it subsequently).
