Revert "Reserve DLA-3695-1 for ansible" data/dla-needed.txt
This reverts commit 6f71a147a67d59c50b18a2daae81a5a2dc4eab02 for data/dla-needed.txt, because
DLA-3695-1 is a partial update
They are a few CVEs that need upstream confirmation/clarification and few other that need
assement of backporting risk.
