Consider the mitigation as the "fix" for CVE-2023-29491/ncurses

This is to be consistent with the solution done with the bullseye-pu
update. As we track it with the workaround as fixed for the current
pending bullseye-pu upload align our tracking with that, cf.
d7f9b0be8921 ("ncurses spu").
