Revert tracking for CVE-2023-6516/bind9 in unstable
For some reason the upload changelog of 1:9.19.21-1 contained a
reference to this CVE, which caused misleading update for 4cfdee7cfe41
("Track fixed version for bind9 via unstable"). As this issue was
specific for the 9.16.y series revert back to the previous tracking.
