Drop explicit not-affected override which was caused by previous fallout
This is a followup partial revert due to 31ca123cfe35 ("Revert tracking
for CVE-2023-6516/bind9 in unstable") which was a fallout of
4cfdee7cfe41 ("Track fixed version for bind9 via unstable") for the
tracking in the upper suites.
