auto-nfu: Add rule for Jenkins CNA

Jenkins itself used to be in the archive between 2012 and 2016, but never
made it into a stable release and those old debs would be fully uninstallable
at this point, so there's little point in tracking it further. As such, opt
for simplicity and instead just auto-nfu these for the entire CNA to cover
both the core Jenkins and it's plugins.
