auto-nfu: Add CNA based rule for Siemens only issues

The scope for the CNA is "Siemens only" and a check against the assigned
CVEs show that it's correct as:

Total CVEs from siemens: 1547
Total CVEs from siemens with packages assigned: 0

We can thus safely add the CNA based rules to mark those automatically
as NFU.
