auto-nfu: Add CNA based rule for HPE

Meanwhile the scope of the CNA is "HPE issues only.". In past there was
CVE-2016-8520 assigned by the CNA for eucalyptus.

CVE-2016-8520: upstream: Helion Eucalyptus; debian: eucalyptus
Total CVEs from hpe: 1388
Total CVEs from hpe with packages assigned: 1

New CVEs for CNA HPE should thus be safe to be marked as NFUs.
