auto-nfu: Add CNA based rule for Rockwell Automation
The scope is limited to "All Rockwell Automation products." Additionally
a current CNA check against the published CVEs reveals:
Total CVEs from Rockwell: 143
Total CVEs from Rockwell with packages assigned: 0
This should be for now enough confidence that Rockwell Automation does
not cover any open source product.
