Associate CVE-2026-20031 with clamav

Things are not very clear, and the official CVE entry associates the CVE
only with Cisco Secure Endpoint and so does the only reference
https://sec.cloudapps.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-clamav-css-Fn4QSZ
. But the clamav advisory itself mentions it, so re-associate the CVE to
clamav to make sure we get updates.
