Sync xz-utils version with one accepted for trixie-pu

5.8.3-0+deb13u1 was uploaded afterwards, including as well the fix, but
was rebased to 5.8.3. SRM have open "Reason: unacceptable churn for
simple fix? index issue fixed in 5.8.1-1+deb13u1" to clarify with the
maintainer.
