flatpak no longer vendors bubblewrap

flatpak since 1.16.x no longer contains a vendored copy of bubblewrap,
only a Meson wrap file. Older versions have a vendored copy but we
haven't used it in Debian for a long time.

[Salvatore Bonaccorso: As discussed in !274, ammend the version to
1.15.91-1 which appears the first version uploaded to unstable with the
desired change; try to make note clearer]
