CVE-2026-27143/golang-1.19,golang-1.15: not-affected

The reporter writes that he introduced the commit 3 years ago, the
introductory commit checks.

Also running the testcase in earlier versions correctly yields a
'panic: runtime error: index out of range [-126]', unlike new versions
which happily write through the array twice.

NVD gives this a severity of 9.8 so that's good news for LTS :)
