[xml/sgml-pkgs] Bug#226422: xsltproc tries to verify DOCTYPE line for DTD document even when --novalid is specified

As far as I can see, with the soon to come 1.1.6-1 release[1], at least 
the error message about the DTD (which is the subject of the bug) 
doesn't appear any more.
Now, for the others messages, it's a bug in the XSL file by itself, 
which has to declare the doc namespace.
If you confirm, I'll close the bug (or you can close it yourself). (Note 
that I think 1.1.5 might already be okay, though)
