This can be a matter of:

- having the DSSSL variable %use-id-as-filename% defined to #t in the
  stylesheets, and
- using meaningful 'id' attribute values, on each section, bibliography, or
  so-on, within the document.

The quickest way to manage the first of those is to run docbook2html with a
-V argument like:
  docbook2html -V "%use-id-as-filename%" {somefile}.sgml


There is a way for having debconf set the value, in
  /etc/sgml/docbook-dsssl/html/siteconfig.dsl
  
(but it seems that whatever's being set -- in the site-customizable files
 /etc/sgml-docbook/*/siteconfg.dsl -- are, currently,x being overridden by
values in /usr/share/docbook-utils/docbook-utils.dsl

I'll be filing a seperate bug report about that, shortly.)

For now, the -V example, with the shell command, and having a meaningful 'id'
value, on each "seperate file" (i.e.: chapter, section, bibliography, etc)
part, in the document ... should work.
