[xml/sgml-pkgs] Bug#211514: libxerces23-doc top-level index.html

Rather than removing the top-level index.html, which contains only a
javascript redirection to xml.apache.org, I am including a
README.Debian that mentions html/index.html.  The top-level index.html
redirects to the main apache XML site, so it is still useful, but I
agree that someone looking in that directory is probably looking for
documentation for the xerces packages.

This bug will be closed by the next update of the xerces packages.
