The above mentioned file simply contains a JavaScript redirection to the
xerces web site. This is a bit annoying with graphical browser and
completely not working with textual ones.
The "real" index.html file is contained in
/usr/share/doc/libxerces23-doc/html/. Could you simply remove the other
one or substitute it with a symlink to the "real" one in future
releases?
