[xml/sgml-pkgs] Bug#255627: sgml-base: causes installation failure of docbook-xml

Could somebody come over here and hit me over the head for not thinking?  This
is embarrasing.  Oh well...

Anyway, I just uploaded a new version this fixes this.  And this time I tested
it before uploading (yeah, what a concept).
