[xml/sgml-pkgs] Bug#229646: native vs. gnu transcoder

I suspect that answering the question of why a specific transcoder was
used to build the xerces packages would involve going several
maintainers back.  I wonder whether the bug described here and in
merged bug 246442 would happen with the icu transcoder version of the
libraries.  It would also be interesting to determine whether this
happens with a more recent xalan once xerces24 actually makes it into
unstable, though one would assume it would if the bug is in the gnu
transcoder.

If necessary, it would be easy to create three versions of the xerces
runtime libraries (native, gnu, and icu transcoders) or to replace the
gnu version with the native version.

Unfortunately, I don't have access to any ppc machines for testing, so
I can't investigate this much further.  I certainly use xerces23 with
non-English documents encoded both with iso-8859-1 and with UTF-8.
