[xml/sgml-pkgs] Bug#249290: docbook-utils: allow opensp instead of sp dependency

I maintain both sp and opensp - I don't know of any reason not to depend on
opensp, other than that you'd have to handle the slight name changes in the
commands.  AFAICT, the main reason sp/jade is still around is that opensp is a
lot slower than sp.  I've identified why, but I am not sure how to fix it, and
no one on the openjade list has offered a solution, either.
