libxml-dev specifies "Conflicts: libxml2-dev (< 2.6.10-2)".  However,
"<" is a deprecated synonym for "<=", and probably not what you want
(since 2.6.10-2 is okay); "<<" should have the right semantics.  (See
Policy 7.1.)

libxml (1:1.8.17-7) unstable; urgency=low
  .
    * The Oops, I should open my eyes release.
    * debian/control: changed the conflict line for libxml-dev (<< 
instead of outdated <).
