[xml/sgml-pkgs] Bug#273600: prepared new xerces libraries reverting GNU -> native change

FYI, I have done some more investigation and have prepared new
versions of all the xerces packages that revert the GNU to native
transcoder change.  Pending a few tests, these versions will be
uploaded.

(Basically, the change that the GNU -> native switch was supposed to
fix was actually caused by a libc bug which appears to have been
fixed, though I don't have a way to verify for sure since it was
visible on powerpc but not i386.  I've asked a few people to do a
specific test on powerpc.  If successful, we'll go ahead with this
change.)

I've also added a Recommends: icu to the icu versions of the packages
and have updated the package description with a clearer statement
about this, though the regular version would now also work with KOI8-R
and other encodings.  Finally, I have updated the packaging to include
comments for anyone who may in the future be tempted to change from
gnu to native.

Hopefully this issue can be resolved within a few days.  Thanks again
