[xml/sgml-pkgs] sorry for the duplicates, opinions solicited

Sorry for the duplicates on 273600.  I'm going to try to remember to
remove debian-xml-sgml-pkgs@lists.alioth.debian.org from the CC on
further discussions on that bug.

In any case, I hope others on the list will feel free to chime in on
their opinions: is it okay to have libxerces not support external
encodings if libxercesicu does?  Would it be better in that case to
make the icu version the default?
