[xml/sgml-pkgs] Bug#299463: xmlto html-nochunks forgets doctype

Hi,

checking the created HTML file validator.w3c.org shows the main flaw with
many HTML files:
 You HAVE TO specify the DOCTYPE in the HTML document.
