[xml/sgml-pkgs] Bug#383408: 'xsltproc --xinclude' should also force XInclude processing on a XSL-styleshett

During my work on trying to solve bug #173093 and #382505 (docbook-xsl)
I found, that xsltproc does not XInclude processing in
XSL(T)-stylesheets. Daniel Veillard developed a patch to fix this
behaviour and I would like to request, that you apply this patch. The
patch can be found at:
